Create file named “userconf” in the boot partition

The contents should be in the form

pi:$6$o./WGPVrH4SYmDs/$88CAS1V7inbLrzAZ1CVk984zLzJYe5IKV5SGyMgjaNtHSHhuYzFQLbQY9G.XkxlZjaEi3/fnphUBmF7EBZt0I1

The password hash can be created by running a command like this

echo 'raspberry' | openssl passwd -6 -stdin
